Last December 2015, the newly appointed General Manager of the Metropolitan Naga Water District (MNWD) Cesar Henson Federizon took his oath as General Manager before the Chairman of the Board of Directors Aquiles D. Lo, Human Resource Division Manager Ricardo B. Felix III and other MNWD officials held at the MNWD Board Room.
The newly appointed General Manager is fondly called “Bosing Cesar” by his officemates, “Sarsi” by his friends, and “Derek Ramsey” by local media practitioners, as he is well loved by all because of his simplicity and being down to earth.
MNWD is his second home, coming to office as early as five in the morning and leaving for home as late as six in the evening just to make sure that everything in the office is in order. His resourcefulness and initiative is well manifested by his hands on and onsite management especially in times of natural calamities and emergency situations.
GM Cesar took his elementary at Naga Parochial School (NPS), finished his Secondary Education at the Ateneo de Naga University and, obtained his Bachelor’s Degree in Mechanical Engineering at University of Nueva Caceres. He completed his Post Graduate Studies at Partido College with the degree of Master in Management.
GM Cesar started his employment with the district as Production Supervisor of the Production Division, a division- in-charge of operating and maintaining the water sources of the district. He held the same position for sixteen years, from 1980-1996. His skills, dedication and compassion to public service are among the few qualities why he was promoted as Division Manager of Operation and Maintenance Division on March 1, 1999. His career soared high when he was appointed as the New General Manager of the District by the Honorable Members of the Board of Directors based on specific parameters and criteria related to the position.
