The Water Resources Research and Training Department of the Local Water Utilities Administration (WRRTD-LWUA) and MNWD sponsored a Business Planning training/workshop for Bicol Water Districts held at the MNWD Multi-Purpose Hall last June 14-17, 2016.
The seminar/workshop was designed to equip water district officials and personnel with the necessary knowledge, attitude, and skills to develop a business plan that will ensure a responsive, cost effective, progressive, and sustainable drinking water service.
Hereunder were the benefits of Business Planning:
Reduces uncertainty of operations
Conserves Valuable Resources
Promotes Program stability, continuity, and orderly change
Provides basis for monitoring/controlling work and performance
Improves effectiveness and efficiency
Compliance to LWUA guidelines on the preparation of cash flow projections
The four-day seminar/workshop had the following program model outline which was the basis for the output of the respective participants from water districts:

Mission Statement of the District
Senior Management Overview of the Business Plan
Assessment of Current Conditions and Priority Issues
Strategic Goals
Water Demand Management Analysis and Water Sales Forecast
Organizational Structure and Staffing Plan
Performance Improvement Program to Achieve Strategic Goals
Five-Year Cost Budget Forecast
Five -Year Capital Expenditure and Investment
Revenue Needs and; Tariff Strategy and Policy
Other topics discussed were: the Business Plans for Water Resources Optimization and Development; Water Production and Treatment Facility; Water Distribution Facilities; Service Connection and Meter Management; Construction and Maintenance; Delivery and Mobility Capability and Business Plan for Septage Services.
Actively participated in the said seminar were the Board of Directors and officials of Libmanan Water District, Pili Water District, Iriga City Water District, Tabaco City Water District, Virac Water District and Metropolitan Naga Water District.
MNWD General Manager Cesar H. Federizon gave the welcome remarks while Engr. Virgilio Luansing, OIC, EWRD delivered the opening remarks. MNWD Board of Director Jorge T. Palma gave his message to the participants in behalf of the MNWD Board of Directors.
